The office serves as a liaison and collaboration platform built on discussions between the Malaysian Education and Cultural Promotion Association and relevant stakeholders in Hong Kong's education and cultural sectors regarding participation in UNESCO-related activities. Its establishment aims to facilitate future exchanges, project engagement, and resource alignment among Chinese and Malaysian students under the framework of sustainable development.

The office will use Hong Kong as an international education hub, relying on its location and resource advantages, to specialize in connecting with major universities in Hong Kong, relevant agencies of UNESCO in Hong Kong, and youth information technology training projects, and is committed to building an efficient bridge for educational cooperation between the two places. In the future, the office will focus on core areas such as academic exchanges, teacher-student visits, joint project development, and youth digital literacy cultivation, actively promoting the implementation and deepening of various educational cooperation projects between Malaysia and Hong Kong.
